Panel, brick or monolithic?
Construction type explains more of the price difference between two Sofia flats than almost anything except location. Here is what each one actually means.

Panel blocks: the honest case
Sofia's panel estates — Lyulin, Mladost, Druzhba, Nadezhda — house a large share of the city and are structurally sound; they were engineered to a seismic standard and have stood for fifty years. The real issues are thermal (uninsulated panels lose a great deal of heat), acoustic (you hear your neighbours), and practical (you cannot move a structural wall). The national insulation programme has treated many blocks; an insulated panel flat costs 30–40% less to heat than an untreated one and closes much of the comfort gap.
What to check: whether the block is insulated and when; the state of the roof if you are on the top floor; the vertical risers, which are the most expensive thing a building can be forced to replace; and the lift, since a replacement is a €25,000–40,000 bill split across the block.
Brick: the benchmark
Brick is what most Bulgarian buyers want and what most lenders prefer, which is why it carries the premium. Within brick, the era matters more than the material. Pre-1960 buildings in the centre often have gredored — timber beam floors — which is cheaper to buy, harder to mortgage, and a serious consideration for sound and fire. Post-1960 brick with concrete slabs is the sweet spot for many buyers: solid, quiet, easy to renovate.
Monolithic new-build
Reinforced-concrete frame with infill walls, insulation to current standards, a lift, underground parking and, usually, shell-and-core delivery. Comfort is the best of the three; the trade-offs are price, the common-parts coefficient, and the fact that you are buying into a building whose management culture does not exist yet.
Which to buy
If your priority is price per usable metre and running costs matter less than the purchase price, an insulated panel flat in a well-connected estate is the most under-rated buy in Sofia. If you plan a full renovation and want to reshape the layout, brick gives you freedom panel cannot. If you want everything to work and are willing to pay for it, monolithic new-build is the straightforward answer — but budget the finishing and the parking space before you compare it with anything else.
