Buying an apartment in Levski
Левски · 122 apartments on the market · median €1,865 per m² · 101st most expensive of 109 Sofia neighbourhoods
Sofia’s outer belt contains some of the city’s most misread neighbourhoods, and Levski is one of them. The live sample here — 122 listings, median €1,865/m², 27% below the city figure — is the starting point for everything below.
In shorthand — panel-built, affordable, family. Read on for the price table by apartment size, the make-up of the housing stock, the schools and shops within the neighbourhood boundary, our eight-criterion assessment, and the answers buyers usually have to dig for.
Levski: asking prices in detail
Take the 122 live listings, line them up by price and the one in the middle asks €169,793 for 89 m². The quartiles are €139,903 and €207,250; nothing in the sample was cheaper than €59,999 or dearer than €425,000.
Square-metre pricing sits at €1,865 in the middle, €1,749 at the lower quartile and €2,137 at the upper. Because the 10th–90th percentile band is 34% wide, the average is a poor guide here — use the size-by-size table below instead.
The step from one bedroom to two is the decision most buyers face. One-bedroom (dvustaen) flats ask €133,500 at 74 m²; two-bedroom (tristaen) flats ask €204,950 at 106 m². In rate terms that is €1,830/m² against €1,845/m² — the extra bedroom carries a premium per metre, not a discount.
Roughly 66% of what is advertised here sits under €200,000 — and 34% under €150,000. That ratio, more than the median, decides whether Levski is on your list.
| Apartment size | Median price | Middle 50% range | Typical area | € / m² | Listings |

Note the room convention (total rooms, not bedrooms) and that these are asking prices; Sofia deals usually close a few per cent below.

The buildings: age, construction and layout
New-build accounts for 84% of the listings here, with 75% of the total sold before completion. Half the stock on the market was finished before 2027 and half after. This is a construction-led market: you are mostly choosing between developers, not between owners.
The stock is genuinely mixed — 0% brick to 0% panel — so the neighbourhood median hides two rather different markets. Check which one a given flat belongs to before you judge the price.
Practical details that move the price: a median block height of 6 floors, 3% of listings on the ground floor, 0% advertised as furnished, and no private sales at all — every listing is agency-marketed.

Who Levski suits
Levski suits commuters who want to leave the car at home, buyers stretching a limited budget into a full-sized flat and anyone who wants a new building with a lift, parking and lower bills. It works less well for families who want a school on the doorstep. With 122 flats advertised, there is usually enough choice to be selective.
How we rate Levski
A first-party scorecard: eight criteria, one formula each, applied identically to all 136 neighbourhoods we cover.
Six things to check in Levski
Beyond the headline price
A new flat is rarely habitable at handover. Add €250–400/m² for finishing, €8,000–20,000 for parking, and recompute the price per usable square metre once you know the common-parts coefficient.
Title and encumbrances
The title work is the same everywhere in Sofia — register extract, skitsa, encumbrances, marital status, inheritance certificate if relevant — and it is the part buyers skip when they are in a hurry.
The 5% nobody mentions
Add 4–5.5% to whatever you agree. On a typical €169,793 purchase in Levski that is €7,641–€9,339, payable at the notary on the day.
The building, not just the flat
Find out who manages the building, what the monthly charge is, and what has been deferred. In Sofia the answer is often "the lift" or "the risers".
Heating and running costs
Running costs vary more than purchase prices in Sofia. Ask what the January bill was, what the building fund charges monthly, and whether hot water comes from the district system.
Off-plan: the rules
Off-plan is 75% of what is advertised here. The protections that matter are milestone-linked payments, a named completion date with penalties, and a clause covering what happens if the specification changes.

Where the material is given: brick 0%, panel 0%. The median completion year in the sample is 2027, and a typical block runs to 6 floors (tallest 8). Ask whether the block has been insulated under the national programme — it moves both the bills and the resale price. See our panel vs brick guide.
