What it costs to run a Sofia apartment
Heating is the whole game. Two identical flats in different buildings can differ by €500 a year on that line alone.
Rent and price are easy to research. Running costs are not, and they are the reason two apparently identical flats have very different real costs. This page sets out what each line costs in a typical 70 m² Sofia apartment and what to check before you commit.
District heating (TEC)
Most of Sofia's apartment stock is connected to the municipal district heating network, known universally as TEC. Hot water and radiators come from the network, metered per flat with a share of the building's common consumption. Across the year, expect roughly €90–150 a month averaged for a 70 m² flat, which in practice means €25–40 in summer and €200–300 in January and February.
The variables that matter:
- Insulation. A block treated under the national insulation programme costs 30–40% less to heat than an untreated one. This is the single largest running-cost variable in Sofia.
- Position in the block. A middle-floor flat with neighbours above, below and on both sides is dramatically cheaper to heat than a top-floor corner.
- Radiator allocators. Bills combine your metered use with a share of the building's total, so a block with many disconnected flats can leave the remaining users carrying more.
Some newer buildings use gas or individual heat pumps instead. Gas can be cheaper to run but ties you to a service contract; heat pumps are efficient and cost more to install and repair.

The building fund is not a utility, and it matters more
Every block has a fund for the common parts. In an older panel building it may be €8–15 a month and cover cleaning and little else; in a new complex with a lift, landscaping and security it can reach €35 or more. The question to ask is not the monthly figure but the balance and the backlog: a block with no fund and an unrepaired roof is carrying a five-figure bill that will arrive as a special assessment split between owners.
Ask for the minutes of the last general assembly and the fund balance before you buy. It is the single most informative document nobody requests.
New builds run cheaper — after you pay for them
A new monolithic block with current insulation standards, its own substation and modern glazing can cost 30–40% less to heat than a 1970s panel flat of the same size, which is worth €300–500 a year. That is a real advantage and it is already inside the purchase price — 60% of Sofia listings are new-build, and they ask a premium per square metre. What to ask before you sign
- Twelve months of actual bills, not an estimate — January and February are the months that matter.
- Whether the block has been insulated, and when.
- The building fund balance and any planned works.
- The heating type, and whether any flats in the block have disconnected from TEC.
- When the roof and the risers were last done.
- The lift's age and service record if you are above the second floor.
