Selling a Bulgarian apartment

The three-year exemption is the single most valuable rule in Bulgarian property tax — and the one most foreign owners discover too late.

Most guides stop at the purchase. The exit is where the return is actually determined, and Bulgaria has one rule that dominates everything else: hold a residential property for long enough and the gain is tax-free.

Capital gains: the exemptions

Bulgarian capital gains on property are taxed at 10%, with two exemptions that make most private sales tax-free:

  • One residential property sold more than three years after acquisition is exempt.
  • Up to two properties sold more than five years after acquisition are exempt.

Two practical consequences. First, the timing of a sale around those anniversaries is worth real money — check the acquisition date on your deed before you list. Second, this is precisely why under-declaring the purchase price is such a bad idea: if an exemption does not apply, your taxable gain is measured against the declared purchase price, and the "saving" made at purchase becomes a much larger bill at sale. Non-residents should also check their home country's treatment, which the Bulgarian exemption does not govern.

Pricing without a price register

Bulgaria publishes no register of achieved sale prices, so neither you nor your buyer can look up what the flat next door actually sold for. Three practical substitutes:

  1. Asking-price medians for your neighbourhood. Our price index gives the median per square metre and by flat size for every Sofia neighbourhood, from 18,058 live listings.
  2. Time on market. A flat that has been advertised for three months is priced above the market, whatever the asking figure claims.
  3. Two or three agent valuations, treated sceptically: an agent wins the instruction by quoting high and then spends two months persuading you to reduce.

Expect to settle 3–8% below your asking price. Pricing close to the market from day one sells faster and usually higher than starting optimistically and chasing the market down.

What actually sells a Sofia flat

  • Clean paperwork. A current tax valuation, skitsa, clear title and a zero balance with the building manager remove every excuse for delay.
  • A finished bathroom and kitchen. Bulgarian buyers discount an unrenovated flat by more than the renovation costs — see renovation costs.
  • Honest photographs and a floor plan. Most Sofia listings have neither, so both stand out.
  • The building's story. Insulated block, roof done, lift serviced — say so. Buyers who know the market are pricing exactly these things.
  • Availability. Viewings happen on weekday evenings. If you are abroad, appoint someone who can open the door at short notice.

The sale process and timing

Once a buyer is found: preliminary contract with a 10% deposit, then the notary deed and registration. Three to six weeks is normal for a cash buyer, six to ten with a mortgage. If you are selling remotely you will need a notarised and apostilled power of attorney — arrange it before you need it, because it takes two to three weeks and no completion waits for it.

Sofia's most liquid stock is the mainstream two- and three-room flat in a metro-served estate. Studios, ground floors and peripheral complexes take longer, which is worth knowing at purchase rather than at sale.
